CI: [Tag.ci_disable] the test [lib_distributed_plonk/test]

Context

Move to tezt, then set tag Tag.ci_disable.

These tests make a lot of output, and I couldn't find an easy way of solving that :/

What's more, they're super flaky and do not support to be looped or to be run with -j N > 1.

Manually testing the MR

tezt -m test_distribution
