Add troubleshooting section with common issues and the actions to troubleshoot it better

This MR adds a dedicated troubleshooting section on the docs portal and moved the troubleshooting doc under it. This will also help as a placeholder to put some docs to identify, troubleshoot and fix the issues like #124 (closed) .
