Add legacy workload cluster label to SylvaUnitsRelease namespace

What it does

Currently, workload cluster namespaces have a specific label (see sylva-core/environment-values/workload-clusters/base/kustomization.yaml) used by Kyverno.

The present MR add this label to the SylvaUnitsRelease namespace and updates related tests

Tests

  • The SUR namespace labels tests include this label
