update Flux bootstrap manifests to 2.7.5

The Flux manifest here in sylvactl have been lagging behind, since sylva-core main has had Flux 2.7 for a while

This change is specifically needed to use Flux 2.7 things in sylva-units-operator in sylva-units-operator!539 (merged)
