Context is given in sylva-projects/sylva-core!6897 (merged), for which this MR is necessary and in which it is tested.

This MR required having Flux 2.7 in the sylvactl version used by the test framework, so this MR depends on sylvactl!539 (merged) and upgrades the dependency on sylactl (separate commit).
