Change network id parameters for Rocket

This MR is to change external network id to move capo fip job to Rocket.

@lupescu_daniel recently created a new network dedicated for CI tenant on the Rocket, this MR also includes change to use this network for all CAPO jobs.

NOTE: This MR needs to be merge together with sylva-projects/sylva-core!2788 (merged) to make sure CI doesn't break and to rebase any MR for capo-fip job as the ci deployment values after this MR is merged will target a external network id only available in rocket PF.(see comment: sylva-projects/sylva-core!2651 (comment 2046398540))
