Move capo-fip job to Rocket

As per the comment in !2651 (comment 2046398540), this MR is to move capo-fip job to Rocket.

This MR needs to be merged together with sylva-projects/sylva-elements/ci-tooling/ci-deployment-values!55 (merged) to make sure CI doesn't break and to rebase any MR for capo-fip job as the values will then target a network id only available in rocket PF.
