Move the kubeapiserver_extra_args to the current directory

!257 (merged) added a setting of kubeapiserver_extra_args in all_ci_deployments of the common directory.

This setting didn't exist in Sylva 1.4, and upgrade scenarios fail with

sylva-units:
- cluster: Additional property kubeapiserver_extra_args is not allowed
Error: Exiting as condition "reason" equals "InstallFailed" in unit HelmRelease/sylva-units, message: Helm install failed for release sylva-units-preview/sylva-units with chart sylva-units@0.0.0-git-e13442d5+1: values don't meet the specifications of the schema(s) in the following chart(s):

This MR proposes to move the setting to the current directory.
