set kubeapiserver ttl to 3h for CI

When looking at debug-on-exit events for failed deployment or upgrade pipelines, it is extremely frequent to miss the k8s events which would help us understand what happened, because k8s event TTL is only 1h, and because our CI jobs are often longer.
