[Backport-1.4] Add drift-detection ignore rules keeping mode warn and some related changes

What does this MR do and why?

closes #4453 (closed)

This MR is to backport all the drift detection ignore rules added for Calico and Metallb (in !5756 (merged) and !5466 (merged) respectively), but keep their hrs in warn mode only.

This MR also backports setting of natOutgoing and backend to null as done in !5756 (merged) to prevent them from being rendered under the root of the Installation spec, as they do not belong there according to the Tigera operator schema, otherwise drift detection for calico fails on dry-run.

It also backports ci drift exceptions for mgmt-drift-corrections test job from !4955 (merged)

Global config for deployment pipelines

  • autorun pipelines

  • allow failure on pipelines

  • record sylvactl events

Notes:

  • Enabling autorun will make deployment pipelines to be run automatically without human interaction
  • Disabling allow failure will make deployment pipelines mandatory for pipeline success.
  • if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
