Enable drift detection for metallb HR

Closes #2238 (closed)

This MR enables drift detection and correction for the MetalLB HelmRelease. It also:

  • Adds a drift ignore rule on the CRD to handle drift in the spec.conversion.webhook.clientConfig.caBundle field of bgpeers.metallb.io
  • Removes drift ignore rules from metallb-resources and adds them to the exception in the CI drift correction test job, as these labels are required and are added by the Helm Controller to manage resources installed by a HelmRelease.

Global config for deployment pipelines

  • autorun pipelines

  • allow failure on pipelines

  • record sylvactl events

Notes:

  • Enabling autorun will make deployment pipelines to be run automatically without human interaction
  • Disabling allow failure will make deployment pipelines mandatory for pipeline success.
  • if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
