apply scripts: fail if local kustomization still uses disableNameSuffixHash
Now that we have merged !4101 (merged), environment-values/base/kustomization.yaml does not need to use disableNameSuffixHash.
But users may still have it in the kustomization.yaml of the copy of some environment-values sample that they had copy-pasted before.
Using disableNameSuffixHash isn't breaking things, but using it is better, since changing values.yaml or secrets.yaml will directly trigger a change of SylvaUnitsRelease resource, and processing by the corresponding operator, which will not be the case until the next periodic reconciliation of that resource if the ConfigMap and Secret names do not change.
This MR adds a check to ensure that disableNameSuffixHash isn't used anymore.
