Use sylva units operator in CLI workflow

What does this MR do and why?

Use sylva-units operator to control the sylva-units HelmRelease instead of controlling it with environment-values kustomizations.

This helps to simplify various scripts, as some tasks will be handled by the operator.

This MR is intended to be as simple as possible to ease the review process, several refinements/refactoring will be done in follow-up issues/MRs.

As a side change, in a specific commit, we also enable nameGenerators for configMaps and secrets provided by users in order to ensure that helmRelease is reconciled when these values change, and prevent race conditions.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
