Fix rancher-turtle deployment
What does this MR do and why?
Rancher-turtle is also used to provisiong new clusters throught cluster-api-operator but is useless in our case to use that feature. Even if we disable it from helm chart values we are getting following error to add fleet as a CAPIProvider, but failed without having capi-operator crds.

ensure CRDs are installed
This issue is transient and is overcome once rancher-turtle hr is reconciled, but I think we could solve it more quickly by enabling disableHooks into hr definition and avoid running hooks during install stage.

Notes:
- Enabling
autorunwill make deployment pipelines to be run automatically without human interaction - Disabling
allow failurewill make deployment pipelines mandatory for pipeline success. - if both
autorunandallow failureare disabled, deployment pipelines will need manual triggering but will be blocking the pipeline
Be aware: after configuration change, pipeline is not triggered automatically.
Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
