revert Flux source-controller version override

We can now revert the workaround we had for #2160 (closed)

The trouble was around chart with a non semver-conformant version (e.g. rke2-ingress-nginx 4.12.003), when they are used directly with a HelmRepository (the problem was not occuring with OCIRepository because the artifacts that sylva-core builds generate fix those versions.

This MR removes the source-controller image override to use the default one for Sylva 2.6

We can confirm that this works because:

• this MR was tested with 🛠 dev-sources (which was the problematic case)
• we still have charts with non-semver-conformant versions (calico has 3.30.001)
• they deploy fine

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
