Make debug-on-exit usable standalone

What does this MR do and why?

This MR improves debug-on-exit.sh script to make it usable directly by end user to dump an existing Sylva stack and to try to make output cleaner.

Main changes:

  • Dump CAPI secrets and RKE2 node password only in CI context
  • Add dump-sylva-state.sh script which run debug-on-exit.sh and create sharable archive
  • Prettify debug-on-exit.sh output and remove some info from output to new log files

Side changes:

  • get rid of custom IN_CI variable to detect CI context as CI variable can be used directly (standard way)
  • autodetect management cluster name

Notes:
I don't make different output depending on context (CI or not) as suggested in related issues, but instead I changed the output to be clearer and informative about the dump process.

Global config for deployment pipelines

  • autorun pipelines
  • allow failure on pipelines
  • record sylvactl events

Notes:

  • Enabling autorun will make deployment pipelines to be run automatically without human interaction
  • Disabling allow failure will make deployment pipelines mandatory for pipeline success.
  • if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
