Patch neuvector-updater and neuvector-scanner in order to be ignored by kube-score rule

What does this MR do and why?

This MR was raised to address the issue from #1974 (closed). In some specific CI runs we observed that kube-score is failing on a few components (neuvector-updater and neuvector-scanner) of Neuvector which are using the latest image tag. By setting the annotation kube-score/ignore: container-image-tag on those specific resources, it will make kube-score ignore the rule container-image-tag when checking the resources.

This was tested in a CAPO env and kube-score did not fail when checking the Neuvector resources.
