What does this MR do and why?

This MR was raised to address the issue under #1917 (closed). It looks like the existing PolicyException is referencing the rule validate-image-tag that doesn't exist anymore under disallow-latest-and-main-tag Kyverno Policy. This MR fixes this issue, adding the correct rule require-valid-image-tag in the PolicyException.
