cleanup: remove transition code for sylva-units HelmRelease and GitRepository

This MR closes #1530 (closed)

It removes code in the shell "apply" scripts that was necessary to ugprade from 1.1.1 to 1.2, but now isn't needed anymore.

Reverted:

  • Revert "set clean remediation settings on sylva-units HelmRelease when upgrading from 1.1.1" (!3371 (merged))
  • Revert "allow upgrades from previous releases having source_templates.x.existing_source" 6ed1366b and 86473ca9 from !2730 (merged)
