align Minio units on v5.0.16 (non-OCI was stuck on v5.0.13)

for minio-operator and minio-monitoring-tenant units:

  • for non-OCI runs we've been using version v5.0.13 (the older one, from helmrelease_spec.chart.spec.version, not kept up to date by renovate)
  • for OCI runs we've been using version v5.0.16 (kept up to date by Renovate bot) We've been having both in CI.

For these units, I believe that we can "align" on v5.0.16 since this version has been tested fine in the OCI CI pipelines (although we don't have any of those for capm3 today, this testing limitation is tracked in #1673 (closed)).
