move to helm-toolbox for charts helm validation

What does this MR do and why?

Description:

This MR removes and replaces the Helm charts tooling by using a wrapper that calls the helm-toolbox container to check the Helm charts of the sylva-core and sylva-capi-cluster projects. The helm-toolbox container is already used in the Sylva project through the CI jobs.
