Security tests: running kube-score on cluster dump

What does this MR do and why?

Running kubescore on the dump of management and workload cluster.

Mostly it demonstrate how we can integrate new tests with specific rules; here the kubescore jobs are start only if the MR have the kubescore label. Maybe it can be an helpful tools for the peoples working on the security stream.

Jobs are allowed to failed by default
