use an official build of CAPI RKE2 provider (cabpr)

In the context of #1863 (closed) (possibly related to #1824 (closed)) we have implemented a workaround by relying on a custom build (introduced in !2961 (merged)) that is just like 0.7.1 with just code disabled (the code removing etcd membership of nodes being removed).

Of course the target is to use an official build, either 0.7.1 or 0.9.x.

The MRs where we attempted to use them (!3319 (closed) and !3286 (closed)) don't seem to give good results in CI, we need more investigation to know what is the issue (with #1824 (closed) being a candidate).
