Draft: use CAPI RKE2 controlplane provider 0.7.1 (instead of custom build)

This MR makes use of CAPI RKE2 controlplane provider 0.7.1 instead of the custom build used to workaround #1863 (closed).

This is for now a test MR to see if #1687 (closed) reproduces on plain rolling updates with Sylva main as a starting point, to confirm whether or not #1863 (closed) happens only on upgrade from Sylva 1.1.1.
