Draft: Add marker pulse

Explanation of changes

Add a new type of pulse: MarkerPulse. It is used for a binary marker signal.

Motivation of changes

I would like to use the marker pulse during a specific operation to give a signal to a switch with the qblox cluster. This implementation requires manual configuration, but works well for the purpose.
