CI: use pmbootstrap v3

clayton craft requested to merge craftyguy/pmb3-ci into master

This changes the pmaports CI to use pmbootstrap, and is meant to replace !5344 (closed). (thanks @jane400 for exploring this initially!!)

TODO

  • stuff in .ci/lib needs to be migrated to pmb3
  • test, by pushing changes to this branch and letting CI changes in this branch deal with them
