Fixed issue where TA and student service read incomplete tasks

Fixes #2910 (closed). Reported grades and marking are now correct.

In student mark service, when compiling marks for a paper, filter for complete MarkingTasks;

and in TA mark service, when getting list of annotations, first get complete MarkingTasks and then the latest annotations.
