OpenMPI: build with --with-libevent=internal - needed for MacOS

Barry Smith requested to merge barry/2021-03-28/openmpi-libevent-internal/release into main

This is needed because older versions of OpenMPI fail on Mac with latest OS and Xcode

This will also be needed for the new release or it won't work generically on the Mac.

Commit-type: portability-fix If the CI passes this will also require @sbalay to update the ANL tarball for OpenMPI.
