feat: re-remove view for a 2-part release

Re-remove the view v_vehiclepositions_stop_time_delay_prediction during a part 2 of a release (part 1 is in !794 (merged)). This avoids a situation when old integration engine pods select data from this old view, when it is no longer present in the database.
