feat: set GROVE_IMAGE_BUILD_CONFIG based on PLUGINS and requirements

Description

This PR adds GROVE_IMAGE_BUILD_CONFIG setting to the PR Watcher trigger payload and adapts its value based on the PLUGINS (if present) and requirements.
