Related to ISSUE-46016: Remove castor libraries, not required jasper dependencies

This libraries were added in the last update to jasper 6.17.0, but these are not required. We have previously removed them when we updated to jasper 6.0.0, so after some testing, it seems we can keep the same strategy and not add them to core.

Also removes commons-lang3 which was a castor-xml dependency.
