buildings: Calculate Low/High building penetration losses

This MR adds the calculation of low/high building penetration losses that was missing. The losses entered with MR !947 (closed) and although we had these losses activated for the presence of buildings, the actual condition (low/high) was not calculated. Now it is an attribute of the Buildings class. The users can set this value to be either low or high losses, default value is low losses.
