Allow lint to run for forked PRs

Instead of builtin cd -- Documents/mayachain-debug we are doing this. Since seems TC's change was added because their pipeline could not complete solely on shared runners, while ours can for now. We'll probably need to go the same way as them once #17 is closed and regression are added, but until then let's just allow forked to run lint so that !215 (merged) can also be merged
