[#1751] Implement typer error recovery

Motivation and Context

Add support for typer error recovery.

Related issues

Resolves #1751 (closed).

Helps with #2143.

Types of changes

Changelog

The type-checker now supports error recovery, which the LSP turns on. This allows for more diagnostics to be reported, for more variables to have resolved types, and due to some technicalities, also improves the performance.

Checklist:

  • Changes follow the existing coding style (use dune @fmt to check).
  • Tests for the changes have been added (for bug fixes / feature).
  • Documentation has been updated.
  • Changelog description has been added (if appropriate).
  • Start titles under ## Changelog section with #### (if appropriate).
  • There is no image or uploaded file in changelog
