Issue #206 - Fix clone path for DEBUG_GIT_REPO_MISC4DEV_URL

From commit 695986f0 Issue #168 (closed) (closed): Call cp_debian_files.pl early

Prior to this commit the path was correct (there is a cd $BUILD_DIR after the gitify run), but now it's cloned in /kohadevbox/koha

A side-effect is that 00-testcritic.t is failing on some qa-test-tools files.
