Add IXYS LOC112 photocoupler series

This MR adds the IXYS/Littlefuse LOC112 series of optocouplers.

There are three different models. The DIP LOC112, the Flatpak-8 LOC112P and the SMD-8 LOC112S. The symbols all all derived from the Vishay IL300 optocoupler and share the same pin layout. The LOC112P and the LOC112S require new footpints and 3D models wich can be found here:

    • A new fitting footprint must be submitted if the library does not yet contain one.
