Bringing back previous merged Q_Dual_NPN_NPN_BRT_No_R2_E1B1C2E2B2C1.

Hello, I'm bringing back a component that I previous contributed (!3868 (merged)), but it was eventually delete by another contributor in a seemingly unrelated merge request (!3956 (merged)). I don't see a reason given of why the component was removed, so I can only guess it was a mistake.
