Added Q_Dual_NPN_NPN_BRT_E1B1C2E2B2C1_R2_OPEN

I've added a symbol for a Dual BJT NPN with a bias resistor only on its Base:

The symbol is based on the already existing symbol "Q_Dual_NPN_NPN_BRT_E1B1C2E2B2C1", but I just removed one of the resistors from that symbol. Here is the original symbol from the KiCad library for context:

This is a generic symbols for ICs such as:

The KLC violations are the same as the already existing symbol "Q_Dual_NPN_NPN_BRT_E1B1C2E2B2C1" and I left them so both symbols can look the same and can be easily swappable.

I named the symbol Q_Dual_NPN_NPN_BRT_E1B1C2E2B2C1_R2_OPEN, because that's how Nexperia has it labeled in the datasheets. Other names may also be possible, if anyone has better suggestions.
