Rename Texas QFNs (that go with generated footprints)
This updates 3D package definitions that correspond to Texas footprints included in
Many of these packages have badly broken names that were not used by any footprints. Now, all the included footprints that have 3D package definitions have the 3D models. Note that not all the generated footprints have generated 3D models:

Adding Bug because some of these rename repair broken 3D names (the 3D file wasn't named correctly to be picked up by the footprint)
