Added Traco TME footprints

Hi KiCad-Librarians 🙂,

I've uploaded another series to integrate into the KiCad library.

MR Footprint-Script: kicad-footprint-generator!935 (merged)

MR Symbol: kicad-symbols!4029 (merged)

Important: There seems to be a problem with the Converter_DCDC.py script or maybe I'm doing something wrong.

It seems as soon as I use three decimal places, it only takes two.
