Added Traco TME series footprint scripts

I've uploaded another series to integrate into the KiCad library.
MR Footprint: kicad-footprints!3288 (merged)
MR Symbol: kicad-symbols!4029 (merged)

Important: There seems to be a problem with the Converter_DCDC.py script or maybe I'm doing something wrong.
It seems as soon as I use three decimal places, it only takes two.
Please see more information in the MR of the footprint
Both footprints did not threw any KLC errors.
