Reason for violating F7.4:
- There's solder paste in the through-holes because this component is a SMD/THD hybrid, where adding solder paste in the through-holes is not uncommon. This is also done in !3121 (merged)

The merge request includes to footprints, which only differ in their 3d package filepath and part of their description text.
