Draft: Package_TO_SOT_SMD: Changed pads to rounded rectangles

Carlos Nieves Ónega requested to merge cnieves1/kicad-footprints:to_sot_smd_roundrect into master

This MR tries to change all rectangle pads in existing footprints to rounded rectangles.

This is the result of running the script at: kicad-library-utils!475 (merged)

Footprints changed in this MR are unmodified, to avoid colliding: !3030 (merged)

@armin.sch : Here is a first run. I didn't find any obvious problem.
