Package_TO_SOT_SMD: Align footprint center with body center

A device center is usually the body center for pick and place machines.

This MR aligns footprint center with the body center for the Package_TO_SOT_SMD library.

For Texas_NDY0011A, footprint rotation is also fixed, so the pin 1 is at top left.

Warning: 3D models need to be aligned now! but not all of them have 3D models... List to be updated: ATPAK-2, TO-252*, TO-263*, TO-268-2.
