LICENSE: update to COIL-0.6

Chad Perrin requested to merge apotheon/serverless-cf-vars:update-coil-0.6 into master

If you want to update the license to COIL-0.6, as referenced in Issue #7, this merge request should satisfy the requirements for that update, unless you wish to change something about how the license is represented in the project. Hopefully this makes the change more convenient for you.
