update license

We discussed this elsewhere, but I figured I'd throw in a reminder in the issue tracker:

I think it's worthwhile to update the license to COIL-0.6, because of clarifications and the fact 0.6 is the only version whose terms have been reviewed by an attorney who does work with copyright licensing.
