Display units changeable even without viewBox

Reverts bzr r13955.

Update: just added another commit that fixed the remaining issue (initial values in the rect/ellipse toolbar were in pixels, even when the unit was in mm).

Fix #872 (closed) (I don't want to backport just in case)

Old issue: https://bugs.launchpad.net/inkscape/+bug/1239682, which resulted in the created rectangles having the wrong rx/ry values.
