Update keys.xml with information about scaling around arbitrary centers.

Hi @ede123 - I just found out about this through a post of Frank in the German forum, and thought it would be useful to have in the keyboard shortcut list.

Don't know about the freeze status of the branches, so I'm making a merge request.
