Multiple lasers and EOM power conservation
Summary
It seems that having multiple lasers and an EOM seem to produce excess power, even when the extra laser and EOM are switched "off".

Bug behavior
We can see here that the refl/blue is not 1W off resonance. Circulating power is also high, even though L_2.P=0 and EOM_1.order=0/EOM_1.midx=0.
Either removing the second laser or
What is the expected correct behavior?
Should see 1W on reflection.
