Publish notifications for step status (outcome and conclusion)

Current situation

Step statuses are not always accessible. This is of no consequence in normal use, but this makes producing useful debug logs harder than it could be.

Desired outcome

Emit notifications providing direct access to the outcome and conclusion of each step.

The notification should have the following format:
